It depends on the car and the supplier, and you see the exact figure for each listing before you pay. A good number of cars carry no deposit at all; the rarer models (the 911, the G-Class) usually hold a card deposit that is released on return. Nothing is hidden until checkout.
Croatia (Dubrovnik is under two hours from Tivat) is routinely fine with a cross-border permit added at booking. Albania and Kosovo are possible on many cars but not all, so check the specific listing. We will tell you straight if a car cannot cross.
Most cars need a driver of 21 or over with a couple of years on the licence; the supercars and the large SUVs typically want 25 or 30 plus and more experience. Each listing states its own rule, so there are no surprises at handover.
